JOB SUMMRYLead the implementation and development of EHSS policies and programs to ensure its compliance and consistency. Also, Provides process engineering guidance and technical expertise to operating departments aiming to achieve a safe & sustained plant performance. JOB KEY ACCOUNTABILITIESProvides technical input in EHSS activities, e.g. MOCs, PHAs, HazOps, PSERs (Pre-Startup EHSS Reviews), QRA, risk discovery, PIP and verifies EHSS process related calculations. Also Supports operating departments in achieving PSM KPIs.Process Hazard Analysis (PHA), review existing PHAs for quality and completeness, including the review of recommendation close-outs to ensure resolutions would be effective in mitigating the hazard identified. Also, Identify safeguards and recommendations for the most severe safety consequences and ensure they have been implemented. In addition to lead project and revalidation PHAs of process units using HAZOP methodology and risk ranking criteria. Generate recommendation action lists and manage their resolution. Update PHA file to represent status of plant design and operation.Risk Quantification and Mitigation; Develop or review layer of protection analyses (LOPA) for process deviation hazards identified during PHA. Identify risk gaps and lead multi-functional teams in developing solutions. Also, utilize LOPA for safety integrity level (SIL) assignment for a safety instrumented function (SIF). Complete the process safety portion of a safety requirements specification (SRS) for a SIF. Perform loss of primary containment consequence modelling (e.g., toxic dispersion, jet fire radiation, vapor cloud explosion) in support of PHA, LOPA or emergency response planning. In addition, perform risk assessments of process equipment enclosures for hazards to personnel due to loss of primary containment. Review and interpret the Building Risk Assessment developed during the design of the facility to determine design requirements for proposed new enclosures. Operational Risk Assessments – review the impact of impaired operating equipment on process safety. Assess whether operation can continue safely.Management of Change (MOC) – ensure plant changes are evaluated to determine if they introduce new hazards or impair existing safeguards. Provide PHA support to change design teams and update PHA documentation to incorporate changes.Incident Investigation and Reporting – lead root cause analysis (RCA) investigations of process safety incidents, develop effective corrective actions and communicate learnings. Develop and report meaningful process safety key performance indicators consistent with API 754.Promote the development of an organizational culture where safety is highly valued. Provide process safety education and awareness training.MINIMUM EDUCATION/EXPERIENCE REQUIREMENTS• BS in Engineering (Chemical Engineering preferred) • 8+ years in an engineering role. Minimum 5 years of experience in Process Safety Engineering, preferably in large and complex for Olefins or Polymers facilities.
